Office of the Deputy Prime Minister of the Slovak Republic for Investments and Informatization

Viera Hainzl has been working at the Office of the Deputy Prime Minister of the Slovak Republic for Investments and Informatisation since February 2017. She started at the Program Office and then started to prepare a national project Improvement of Digital Public Administration Services through Behavioral Innovation Funded from OP EVS. In preparation for the implementation of the project, she created a department of behavioral innovations that she is currently leading. The aim of the department is to improve VS digital services from the user's point of view and at the same time to ensure transfer of knowledge of behavioral innovation application to the VS SR environment with a focus on digital services.

She came to the Office of the Deputy Prime Minister of the Slovak Republic after 11 years of working in the marketing department of Orange Slovensko, during which she gained considerable experience in positions covering the development of mobile and fixed services.

    The focus of the Department of Behavioral Innovation is on the topic of user quality of state electronic services and the transformation of public administration thinking. Transformation is crucial and brings the need for structural, procedural and thinking changes of the responsible authorities and officials. With a focus on these inevitable changes, we have prepared a User Quality Services Methodology, updated the Unified Design Electronic Services Manual and created the so-called. a benchmark or evaluation of electronic services in the context of life situations from the user's perspective. The evaluation is a working tool for the continuous improvement of electronic services from the user's perspective for all responsible persons. The head of the Department of Behavioral Innovation of IPOII will present the objectification and a real view of the state's electronic services, a tool for self-evaluation, as well as concrete instructions for improvement.

    Applying behavioral sciences to public policies is a recent trend. The main advantage of this approach is low implementation costs and high efficiency of applied measures. In February 2019, a fully functional and dynamic unit of the Office of the Deputy Prime Minister of the Slovak Republic for Investment and Informatization has been operating in Slovakia, known under the acronym BRISK (Behavioral Innovation and Research Slovakia - Behavioral Research and Innovations Slovakia). This unit brings behavioral interventions into the digital public service environment, manages the management of tools to achieve a unified UX service of the state so that service depiction is uniform and user-friendly, creates methodologies and guides, introduces a culture of testing and decision-making, collaborates with renowned domestic and foreign experts on the subject. BRISK, which also bears the informal designation "Empathic Center of the State", as well as its potential benefits for the state and the citizen, will be presented by his leader, Viera Hainzl.
