From Data to Dignity: Measuring Effectiveness and Quality in National Palliative Care Projects (10 min)

In recent years, Slovakia has invested significantly in palliative care and adopted new legislation, but the quality of care remains hard to measure. Without clear indicators and systematic data collection, investments can dissipate within the system and patients may gain less than they could. The talk highlights what has been achieved and what is still missing to turn availability into real quality.

Investments and legislation: a big step forward

In 2022, thanks to the recovery plan and subsequent legislation, significant resources were released for palliative care. €14 million went to the renovation of hospices, €6.8 million to palliative wards, and €1.83 million to mobile hospices; alongside the “hard” investments, the React project focused on “soft” capacities was running. The method of financing also changed—while in 2020 a joint visit by a physician and a nurse was valued at €12, prices rose after legislative adjustments. The investments thus better match the system’s needs, but on their own they do not guarantee quality.
