The Ministry of Investments is building informatization on three pillars: practical digitalization of services, strengthening cybersecurity, and the responsible rollout of artificial intelligence. The National Concept of Public Administration Informatization is being prepared in cooperation with working groups, with an emphasis on achievable goals. The aim is less bureaucracy around EU funds, stronger support for regions, and measurable results for citizens.
Three pillars and a new concept without "overblown expectations"
Under new leadership, the department is cleaning up strategic documents and focusing on what can realistically be delivered within the given timeframe and budget. The National Concept of Informatization is being developed together with working groups: in June the first working draft will be released, feedback will be incorporated over the summer, and in the fall the material will go to internal consultation. In the third quarter of 2025, the document is to go to the government; after approval, institutions will have 12 months to prepare projects according to the new template.
In parallel, MIRI wants to reduce bureaucracy in drawing EU funds and provide practical help to regions. The goal is to accelerate absorption in the Program Slovensko, where the state is lagging, and to turn energy from visions into results. Continuity remains in the key topics, but the approach is more pragmatic and more participatory.
Life events: first pilots and infrastructure
The Life Events program is in the implementation phase and the first solutions are being gradually deployed. In cooperation with the Ministry of Education and DEUS, pilot operation of two situations is expected – enrollment in kindergarten and primary school. The goal is not to "just convert paper into a PDF", but to truly relieve citizens from running between offices and to simplify steps that can be automated.
Cumbersome public procurement and aligning multiple authorities on a single deliverable are often a brake, which is why MIRI actively coordinates design and procedures. A key backbone is to be the government cloud: the state will support efficient use of the public cloud under the ITVS Act and is also preparing a modern private cloud to reduce operating costs. And although the Ministry of the Interior is the most visible because it provides the most citizen services, MIRI funds and coordinates the entire ecosystems on which these services are built.
Cybersecurity, AI and digital skills
After recent incidents, the state is strengthening resilience: NBÚ manages part of the ecosystem, MIRI is responsible for public administration and is launching projects and tools it can provide to institutions. The rollout of artificial intelligence is to be coordinated; the transposition of the European AI Act and the linking of AI with cybersecurity are being prepared. The department acknowledges a shortage of specialists, so it is focusing capacity on attainable projects with quick benefits.
Digital inclusion is also important: in cooperation with the Digital Coalition and the Regional Union of Employers, the state wants to support digital literacy and connectivity in "white spots". Skills programs are being developed from secondary to higher education, and in the field of cybersecurity six competence centers have already been established, up to the third degree of higher education. The goal is for the readiness of people and institutions to grow along with new technologies.
