Register of rights, data entitlements and obligations - progress and expectations
The Central Data Office introduced the Register of Data Authorizations and Obligations – a new central place where the state will maintain a catalog of its data down to the level of attributes, including metadata and legal bases. The aim is to know what data the public administration has and to enable working with them more efficiently and lawfully. The project is progressing and is to be anchored in legislation, with mandatory registration starting from 1. 1. 2027. Public administration today has no single place where a catalog of all state data is clearly recorded. The register is to bring a single central repository that will describe register objects down to the level of their attributes, supplemented with the necessary metadata. It will also include information on the legal bases for processing at individual public authorities, so it is clear who uses the data and on what basis. The legislative underpinning is being prepared in the ITVS Act, and the obligation to record data is to take effect from 1. 1. 2027.Why the Register of Data Authorizations and Obligations is being created
