The digitalization of the state was evaluated on the panel through a medical metaphor: we have healthy organs, but also lingering childhood diseases. The discussion showed that alongside successes, recurring systemic failures slow down trust and the pace of change. The remedy is not a magic pill, but clear leadership, continuity, and a fair partnership with the private sector. The panelists agreed that we have projects that have been “cured” to a functional state and today underpin services — examples mentioned included the cadastral portal and the heritage conservation information system.
