DISCUSSION "Cooperation in Slovak eGovernment"
The discussion about the state's digitalization has once again returned to the old dilemma: what to build centrally and what to leave to individual agencies. There was also criticism of weak governance of digitalization and the lack of continuity, which slows projects. Participants agreed that decisions should be made pragmatically and with the citizen in mind. Centralization brings efficiency but also the risk of a single weak point; decentralization, on the other hand, fosters competition but costs more money and leads to duplication. The panel concluded that it makes sense to assess each case individually, yet several central building blocks already in the strategy are justified. The ideal for the citizen was described as a "single place" for services – the slovensko.sk portal – regardless of which authority provides the service. Participants cautioned that technology alone is not enough: coordination among authorities is key. When ministries handle things in isolation and without exchanging data, barriers and inefficient parallel systems arise. Open communication about goals and tasks can speed up delivery and keep everyone aligned on the same objective.Shared components versus local solutions
