Budget process
The public administration budget is not just a table of numbers, but a long and tightly managed process without which the state cannot be governed. It is based on European and national rules and on unified data that all participating institutions must respect. The goal is agreement and transparent management of the entire public sector. More than 7 000 entities are connected to the budget – from museums and protected area administrations, through the Social Insurance Agency, to ministries or the Constitutional Court. The entire process is overseen by the Ministry of Finance of the Slovak Republic, specifically the Budgetary Policy Section, which supervises compliance with the rules and harmonizes procedures. Several classifications are used: by source (where the money comes from), economic (what it is spent on), functional (which area of government) and program (what services institutions are to deliver to citizens). The result is a multidimensional view of public finances that makes it possible to compare and check priorities.The budget is not just one table
