The government CSIRT unit introduced a new training and educational center – the Cyber Arena, where public administration practices both defense and offense in a safe environment. A live demonstration combined the perspectives of the red team (attackers) and the blue team (defenders) on real-world scenarios from password cracking to handling ransomware. The aim is to learn to quickly recognize an incident, respond correctly, and learn for the future.

Cyber Arena: training for public administration

The training and educational center is operated by the government CSIRT unit of the cybersecurity section at the Ministry of Investments and is intended primarily for public administration authorities. Exercises are conducted in red vs. blue teams, typically with 3 to 6 people, in two separate rooms; the target capacity is up to 18 participants at once. The environment includes a simulated internet, more than 15 types of servers and approximately 45 simulated users, including a perimeter firewall. Around 70 scenarios are available, roughly half manual and half automated, from dictionary attacks and vulnerability exploitation to ransomware.
