Graduated from Helsinki University of Technology with
majors in Control and Systems Engineering, Electronics and Measurement Technology 12.12.1978.

Joined Finnish Technology Agency TEKES 1.8.1984. Had
several management positions in Manufacturing, Industrial Automation and Electronics. From 1994 onwards deputy of Information Technology Section in TEKES.

Finnish government representative for EU research in ICT since 1987. One of the creators of the global Intelligent Manufacturing Systems initiative from 1990, and chaired EFTA delegation.

Moved to Los Angeles 1.1.1997, where held position of technology Attaché for TEKES with tasks to establish RTD contacts with U.S. and Finnish organisations.

Joined European Commission in 1998 as Head of Unit in Integration in Manufacturing in the ESPRIT programme. 1998-2002 Head of Unit for Electronic Commerce. Head of Unit position for New Working Environments 2003-2006. Focus on collaborative environments and innovation processes for knowledge intensive services. Developed the concept of European Network of Living Labs, which was published in 2006 by the Finnish Presidency of the EU.

2007 Advisor for the Director in ICT addressing Societal Challenges (eHealth, eGovernment, eInclusion, energy and sustainable development). Responsible for innovation and take-up in real world settings fostering innovation, and Living Labs.

Expertise in technology policy, in new business paradigms, value creation, interactive and collaborative processes supported by IST and application areas, also related to policies like innovation policy, productivity and creativity (i2010) including rural and regional Information Society.

    The keynote presentation describes the policy context of the work in the IST, and how the policy objectives of Lisbon are translated to the eEurope action plans. The results of the of the eEurope 2002 and the eEurope 2002+ are paving the way for the new eEurope 2005 action plan, which will be explained in more detail. This policy work is set into the context of the drivers of the networked economy.

    This panel presentation will cover the benchmarking dimension of the e-Europe actions and discusses the measurement of best practice in public sector applications. Some examples illustrate new practices possible in the Information Society
