Public administration needs to be adaptive and capable in many aspects. Two of the essential elements is efficiency towards users and organizations and internal efficiency. Achieving external efficiency requires to meet the needs of users and providing them with a simple service with modern technology and channels. Internal efficiency means designing such services from business level - efficient processes - to IT systems - efficient IT systems and technologies. A legislative process must support these aspects - by allowing, encouraging and not limiting the digitalization.
