Cities don’t become “smart” by buying gadgets, but through a thoughtful approach: what the problem is, who the user is, and how we will measure the benefit. Examples from Vienna and Nordic cities show that continuity, open data, and clear goals are key. Technology is only the second step – the first is strategy and collaboration.
Not technology, but the approach
Vienna launched its Smart City strategy as early as 2011 and from the outset bet on open data and long-term goals, such as steady population growth. The point is not to copy technologies, but to know what problem we are solving, for whom, and what the outcome should be. If cities pick solutions like from a menu, without context and priorities, disappointment is guaranteed.
“Smart” does not mean having as many sensors as possible, but delivering more efficient services and a better quality of life. Expectations need to be set realistically and projects should not be tailored only to current grant calls. Without a link to real needs and processes, innovation remains just a label and PR.
From pilot to service: measure, evaluate, continue
Good strategies rest on measurable indicators: without them we do not know whether the project met its goal and whether it makes sense to scale it. Every pilot needs clear KPIs, an evaluation plan, and a decision on what comes next – to expand, adjust, or terminate. Equally important is to have accountability and funding even after subsidies end; otherwise, the solutions will “wilt” over time.
A major obstacle is the “silos” between departments that operate without visibility into one another. A city should benefit from collaboration and data sharing, not from parallel, unconnected projects. Self-confidence and capacity building are also needed: municipalities can prepare many strategic documents themselves, briefly and clearly, if they have clear priorities.
Inspiration: Vienna, Helsinki, Copenhagen, Malmö
Alongside open data, Vienna involved residents in the development of renewable energy, for example with rooftop solar panels. The city is also considering how to use satellite data and artificial intelligence for better planning – not as a fashion accessory, but with a specific purpose. Importantly, projects are gradually becoming a routine part of services, not isolated experiments.
The Helsinki district Smart Kalasatama tested solutions in short cycles with clear objectives; after six months, it was decided whether to expand them. Copenhagen and Malmö show that municipal control over land and long-term planning help transform brownfields into vibrant neighborhoods. The common denominator is continuity across electoral cycles and the willingness to end what does not work.
