Vision and goals of a modern authority

Ivan Zizič - Vice-President of the Authority, Authority for Spatial Planning and Construction of the Slovak Republic ·

The Authority for Spatial Planning and Construction of the Slovak Republic was established on June 1, 2022, with the aim of systematically unifying and streamlining spatial planning and construction in Slovakia. This vision is supported by the new Spatial planning Act (No. 200/2022 Coll.), effective from April 1, 2024, and the new Construction Act (No. 25/2025 Coll.), which came into force on April 1, 2025. The new legislation includes a focus on digitalization, including the launch of the Information System for Spatial Planning and Construction. As part of this system, the Spatial Planning Portal was launched in 2024 as a pilot project, with the long-term goal of centralizing spatial planning processes within a single digital environment. With the same objective, we also launched on April 1, 2025 the first phase of the Construction Portal, intended for the electronic submission and management of construction documents. This portal will gradually be expanded with new functionalities, services, and forms. The aim of these steps is to integrate spatial planning and construction into one clear and efficient electronic system that ensures easier access, better coordination, and greater transparency throughout the entire process.

Úrad pre územné plánovanie a výstavbu, the second youngest central government authority, is building its mission on the digitization of the construction sector. Two new laws and a pair of government portals are intended to bring clarity and faster processes from planning to permits. The goal is to create a digital representation of the country that will make work easier for municipalities, cities, and investors alike.

A new framework: laws and the creation of government portals

The Office was established three years ago with the ambition to move the construction sector into the digital era. Digitization is not just a technical change, but a way to bring more order to spatial planning and to the permitting of construction. The aim is for information to be found quickly, be standardized, and for all concerned institutions to be able to build on it.

They are based on two key laws: the Spatial Planning Act No. 200/2022, effective from 1 April 2024, and the new Building Act No. 25/2025, effective from 1 April of this year. The first law mandates the creation of Portál územného plánovania, which serves as a repository of spatial planning documentation and is gradually being expanded with tools for communication between municipalities, experts, and the public. The second law underpins Portál výstavby, which covers processes from project documentation to the registration of structures.
