Zuzana Földesová Motajová
She has been working at the Ministry of Health of Slovak republic for more than 25 years. She graduated from the Faculty of Law of Comenius University in Bratislava and completed the Master of Science in Health Services Management program at Semmelweis University, Health Management Academy in Bratislava. She lectures for various organizations and schools, focusing on health insurance. She is a member of the Appeals Committee of the Healthcare Surveillance Authority for public health insurance. She worked on several major projects: between 2002 and 2004 on the so-called Zajac reform; she prepared documentation related to state infringements (infringement proceedings from the European Union); later, she prepared materials for the purposes of the decision of the Court of Justice of the European Union – judgments C-262/18 P and C-271/18 P in favor of the Slovak Republic. She participated in the transposition of the Directive on patients’ rights in cross-border healthcare, in the regulation of health insurance companies regarding the use of positive financial results in the provision of public health insurance, in the optimization of the hospital network (Act No. 540/2021 Coll.), and in the streamlining of health insurance companies’ reporting under Ministry of Health Decree No. 522/2023 Coll. She also contributed to the establishment of the Budget Formation Council, where reported data are presented and which serves as a valuable platform for all healthcare stakeholders to discuss healthcare issues and the setting of the public health insurance budget. In the past as well as currently, she has been engaged in long-term health and social care. She prepares the so-called program decree, which allocates public health insurance resources across different types of healthcare services.
