He graduated from the Faculty of Law of Comenius University in Bratislava and received his doctorate from the Faculty of Law of Trnava University. In 2005-2011 and 2013-2018, he worked at the Public Procurement Office in positions ranging from clerk to Director of the legislative and legal department. From 2012 to 2013, he was the Director of the Public Procurement Department at the Ministry of Foreign and European Affairs of the Slovak Republic, and from 2018 to 2020, he was the Head of the Public Procurement Department at the Municipal Office in Trnava. Since August 2020, he has worked as a specialist and methodologist of public procurement in the Slovak Electricity Transmission System, a.s. He has also worked as a lecturer and trainer. He was a member of working groups focused on the transposition of European Union legislation, application of rules in public procurement, and member and chairman of the committee for decision-making in opposition proceedings.
