Miroslav Chlipala

Lawyer with 20 years of experience, focusing on IT law and modern technologies (legal framework of electronicization and e-Government, legal aspects of cyber security, GDPR and personal data protection, artificial intelligence) and intellectual property. He built and leads a team of lawyers that represents a unique combination in Slovakia for the areas of intellectual property and IT law and telecommunications. In these categories, the law firm under his leadership has long been recognized in domestic and international evaluations..

He is the chairman of the Slovak Bar Association working group for electronic advocacy and a member of the Slovak Bar Association working group for international relations. He is a certified tutor of the Council of Europe for the education of lawyers, judges and prosecutors in the HELP program. He is a member of the Permanent Commission for Ethics and Regulation of Artificial Intelligence at MIRDI. He is a regular member of the Cyber Security Association.

Apart from the practice of advocacy, he deals with the theoretical and professional aspects of information technology law and their impact on the business sphere. He actively participates in professional conferences and conducts workshops and seminars, where he lectures on current topics in the field of law and modern technologies with an emphasis on their business connection. He repeatedly lectures at prestigious events and at the most important Slovak professional conferences in the field of IT law and cyber security.

He repeatedly lectures at prestigious events such as the SAK Slovak Law Days, or at the most important Slovak professional conferences in the field of IT law and cyber security, in which he also participates as the chairman of the program committee. He is the co-author of the commentary on the Cyber Security Act.
For a long time, he worked as a teacher at the Faculty of Law of the Comenius University and then at the Faculty of Law of PEVŠ. He is the co-founder of the Law of Information and Communication Technologies subject at FIIT STU. He is an active author of many professional articles and several publications in the field of IT law. He completed several stays and internships abroad (Hague Academy of International Law, University of Oslo, University of Zaragoza, University of Ljubljana, Jagiellonian University in Kraków).
