Carlos Rocabado
Carlos Rocabado, an economist with a Ph.D. in Public Administration, has an extensive background in the field of public policies, having devoted over 20 years to serving in various capacities within international organizations, public administration, and the private sector. His career journey includes consultant roles in development aid agencies as well as international organizations like IDEA International, UNDP and UNICEF. In these roles, he has been involved in public sector reform, decentralization, and institutional strengthening. He has worked with regional and local institutions in Latin America and Belgium, focusing on areas such as local capacity building and monitoring and evaluation systems. He has also held the position of professor in Public Economics and Public Sector Strategy and has served as a consultant and a Member of the Board for financial institutions. Currently, he is employed at the European Commission’s Directorate General for Communications Networks, Content and Technology, working on the Digital Decade Policy Programme.

The first State of the Digital Decade report takes stock of the EU’s progress towards a successful digital transformation as set out in the Digital Decade Policy Programme 2030.
This report highlights the need to accelerate and deepen the collective efforts, including through policy measures and investment in digital technologies, skills and infrastructures. It includes concrete recommendations to Slovakia and other Member States, ahead of the adoption of their national strategic roadmaps and for their future adjustments. This report also includes the monitoring of the European Declaration on Digital Rights and Principles for the Digital Decade, which translates the EU’s vision of digital transformation into principles and commitments.
