Adina-Maria Voda

She co-leads the €1 billion health portfolio in Romania and contributes to health reform initiatives across Slovakia, Moldova, and Bulgaria. Her work also spans key areas such as human resources for health (HRH), long-term care, telemedicine, demography, and employment and social services reform. She has played a pivotal role in advancing major reforms in the social protection sector, including the introduction of the Minimum Inclusion Income, long-term care and employment policy reforms, the management of the European Social Fund, and the design of the monitoring and evaluation (M&E) system for structural funds management in Romania. Before joining the World Bank, she served for over a decade in the Romanian public administration as a public manager, following her graduation from the Young Professionals Scheme Program (YPS2). During this time, she initiated and led flagship reform projects in the human development sector. Her expertise includes healthcare reform, social protection, employment and migration policy, European structural funds, project management, M&E, public policy, labor law, European and international law, as well as communication and public relations. She holds a Ph.D. from the Bucharest University of Economic Studies, with research focused on the impact of technology on the labor market, and a Master’s degree in International and European Law.
