Digital Transformation in the Area of State Social Benefits and Services (10 min)
The Ministry of Labour is digitizing data on social benefits and allowances to replace fragmented Excel files with a unified system. The new solution combines predictive planning with open data for the public and local governments. The goal is faster, data-driven decision-making and greater transparency. Data on benefits were scattered across numerous Excel files, which hindered analyses and increased the administrative burden. An analyst had to open dozens of spreadsheets just to obtain an annual overview, and even then there was no tool for instant evaluation of the impacts of changes. A publicly accessible, clear, and secure way to share data was also missing. The project therefore aims for predictive planning and open data, which will speed up responses to ad hoc requests as well as the preparation of the budget and legislation. Why the way of working with data had to change
