When an Incident Turns into a Crisis

The key is the impact on the state's critical services. If a technical problem can be isolated using standard procedures, it is handled as a cyber incident without the involvement of crisis management. But if there is a threat of disruption to a critical service or a risk to the safety of emergency services or citizens, the situation gradually escalates to the level of crisis management. This approach is in line with the principles of cybersecurity and allows the response to be scaled appropriately.
