DISCUSSION "How to Manage Digital Projects That Actually Work?" (40 min)
Representatives of MIRRI, the Ministries of Interior and Finance, and the Social Insurance Agency shared a stage to sum up what works in the state's digital projects. They discussed specific successes, as well as how to handle bureaucracy and money so that they translate into usable services. On the horizon are the topics of artificial intelligence and cybersecurity, which will demand clear priorities and accountability. Among the most visible successes is the central register of accounts, which shortened the identification of bank account owners from weeks to an online verification; it arose in close cooperation with banks with an emphasis on data quality and has been running for almost two years. The Ministry of Finance meanwhile built its own security operations center, trains analysts, and after accreditation also functions as a sectoral CERT for subordinate organizations. The Ministry of Interior is in parallel modernizing e-documents, cryptographic protection, and personalization processes, and is sticking to the schedule. MIRRI introduced an off-the-shelf solution for IT asset management, and the Social Insurance Agency sent 3,5 million people a pension forecast — a purely mathematical estimate under the decree, which sparked a necessary public debate.Positive examples: from accounts to pensions
