The panel will build on plenary presentation and will have a mostly discussion nature. The aim is to raise the topic of the cost analysis of health care, especially in relation to the assessment of the economic benefits provided by innovations (new drugs, new therapies, etc.). As a matter of principle, with well-developed cost models (both direct and indirect) and treatment benefits, resources are allocated more efficiently, which improves the quality of healthcare of the population, without the need to increase costs. Cost analysis can be handled also today even in a very good quality. And even there are also data. But they are not accessible. They occur in different places, in different formats and are not used so far as to lead to a systematic evaluation policy. The panel will thus gather together all relevant stakeholders and shift their perceptions towards the need to create the equivalent of the English National Institute for Health and Care Excellence.

Cyber threats are no longer a topic interesting for IT experts only; they are threat to every single citizen. Part of EU Cybersecurity strategy is the NIS Directive aimed at enhancement of cybersecurity across the EU. The NIS Directive was adopted in 2016 and subsequently it started to be adopted by member countries into national legislation. The panel will discuss how was the Directive adopted in V4 countries, in terms of national capabilities, cross-border collaboration and national supervision of critical sectors.
