One of the phenomena of recent years not only in ICT is Open Data. The basic principle of Open Data is that data which are created by government for public funds should be freely available. Another even more significant phenomenon are the internet and social media. There is a huge amounts of data being collected through them. Many of these data also contain personal information and other sensitive data. The European Union is currently preparing new legislation in this area, which will be a vital framework for the next decade. The new programming period for EU structural funds in the period of 2014 - 2020 will offer comparable financial package as in the programming period of 2007 - 2013. There is no doubt that, in general, ICT is a key building block of knowledge economy, and informatization investments that represent the highest added value in all areas. But is there hope to have EU funds allocations to IT considering the past experience with OPIS? Critics say that OPIS unnecessarily distorted the market and caused a reduction of expenditure on informatization from other sources. What would be the recommendation of the IT industry and other stakeholders for our politicians to propose priorities in Brussels?
