Peter Ďurica is a specialist in finance, information technology, consulting, quality management and program and project management. He has held various professional and management positions for over 24 years. For 6 years he worked in corporate finance with a focus on accounting, controlling, tax and financial systems. He has been working in information technology and management consulting for 18 years. Currently he holds a position of Managing Director of the National Network and Electronic Services Agency (NASES). Prior to that he was working at the NASES Supervisory Board for seven months and as a professional with extensive and long-term experience in project implementation, he also worked as an advisor for strategic projects at the Office of the Deputy Prime Minister for Investments and Informatics.
The dynamic development of the digital agenda requires continuous improvement of organizations. In order to achieve the goals in the long term, it is necessary to have a good strategy, sophisticated management, managed processes and especially quality people. A sufficient number of qualified IT specialists will help us to increase the capacity and quality of state electronic services. In order to be successful, we need to know what roles and professional qualifications we need, how we will acquire them, how we will reward and motivate them, and how we will ensure continuous education for them to maintain or improve their quality in the long term. The biggest barrier in state IT is currently the remuneration system, which represents salaries tied in tariff tables. Peter Ďurica, CEO of NASES, will present how to deal with the current situation and build state-of-the-art IT teams in the state.
State IT is in the process of transformation. As part of the first phase, the National Agency for Network and Electronic Services (NASES) fell under the Office of the Deputy Prime Minister for Investments and Informatisation (ÚPPVII). In this phase, competences have been defined. ÚPPVII acts as a coordinator of public administration information systems, it is responsible for the substantive framework and standards, and ensures political, legislative, methodological, coordination and supervisory aspects of state IT. NASES acts as a service organization, it is responsible for the operational framework and service delivery, and ensures the implementation, upgrading and operation of state IT solutions. In the running second phase of transformation, NASES is transforming into a modern and reliable operator and key partner in the overall digital transformation of Slovakia.
